ins买buy粉丝12月3日消息，《电子商务法》正式实施进入 后一个月倒计时， 近一系列 级新政的密集部署和快速落地也为跨境电商零售进口进一步快速、健康发展指明了方向。行业人士认为，系列政策接连释放了跨境电商进口的利好信号，同时，多项措施也从诸多环节打击民间代购。

11月的 后 ，跨境进口行业迎来一连串利好消息。同 ，商务部网站、财政部网站相继发布《关于完善跨境电子商务零售进口监管有关工作的通知》（以下简称“监管通知”）、《关于完善跨境电子商务零售进口税收政策的通知》（以下简称“税收通知”）和《关于调整跨境电商零售进口商品清单的公告》（以下简称“商品清单”）。ins账号

值得关注的是，“税收通知”把享受税收优惠的年度交易限值由每人每年20000元提高至26000元，今后随居民收入提高相应调高。同时，还将跨境电子商务零售进口商品的单次交易限值由2000元提高至5000元。与之配套的“商品清单”则对2016年公布的清单进行了更新，将近年来消费需求比较旺盛的部分商品纳入清单商品范围，增加了葡萄汽酒、麦芽酿造的啤酒、健身器材等63个税目商品，调整后的清单共1321个税目。

但无论“监管通知”还是“税收通知”，都强调将禁止民间代购跨境电商进口商品。“监管通知”明确指出：“消费者购买的商品仅限个人自用，不得再次销售。”其中还对跨境电商平台提出了监管要求，明确平台须加强对短时间内同一购买人、同一支付账户、同一收货地址、同一收件电话反复大量订购，以及盗用他人身份进行订购等非正常交易行为的监控。

电子商务研究中心主任曹磊则认为，上述通知再次明确了跨境电商零售进口商品不得进入国内市场再次销售，对个人代购或将产生“毁灭性”影响。他强调，不管以个人名义还是以公司为单位运作的代购行为明显都是违法的，“本来就处于灰色地带的跨境代购今后的运作将会更难”。

11月21日，国务院常务会议决定，延续和完善跨境电子商务零售进口政策并扩大适用范围。这里的跨境电商零售进口指通过“网购保税进口”或“直购进口”运递进境的消费行为。会议决定，从明年1月1日起，延续实施跨境电商零售进口现行监管政策，同时，将政策适用范围从之前的杭州等15个城市，扩大到北京、沈阳、南京等22个新设跨境电商综合试验区的城市。

商务部新闻发言人在11月22日举行的例行发布会上表示，今年1-9月，我国跨境电商零售进口579亿元，同比增长56.6%。近期的系列新政正是在这一背景下，进一步在保障监管的前提下，扩大电商进口的举措。
