我们在前面的《海关公告里的2017》系列中为您逐一解读分析了2017年里海关发布的公告，但是，还有一些没有包括在内的内容，同样与外贸进出口业务密切相关，应当引起进出口企业的重视，我们将之称为海关公告“之外”的那些事儿。

所谓“之外”，包括两方面内容：

一是海关参与，但由其他部门牵头发布的公告；

二是海关未发布公告，但与进出口企业密切相关的海关政策。

一、海关还参与了哪些公告？

据公开信息统计，2017年海关总署参与、由其他部门牵头的公告共18份，按时间排序依次为：

2017年1月9日，环境保护部、商务部、 发展和改革委员会、海关总署、 质量监督检验检疫总局联合发布2017年第3号公告（调整《进口废物管理目录》）；

2017年1月10日，商务部、海关总署联合发布2017年第6号公告（2017年新西兰羊毛和毛条、澳大利亚羊毛进口国别关税配额管理实施细则）；

2017年1月25日，商务部、工业和信息化部、国防科工局、 原子能机构、海关总署联合发布2017年第9号公告（增列禁止向朝鲜出口的两用物项和技术清单）；

2017年2月18日，商务部、海关总署联合发布2017年第12号公告（暂停进口朝鲜原产煤炭）；

2017年5月25日，商务部、海关总署联合发布2017年第28号公告（挖泥船实施出口管制）；

2017年7月13日， 濒管办、海关总署联合发布2017年第6号公告(公布《进出口野生动植物种商品目录》)；

2017年8月10日，环境保护部、商务部、发展改革委、海关总署、质检总局联合发布2017年第39号公告（发布《进口废物管理目录》（2017年）；

2017年8月14日，商务部、海关总署联合发布2017年第40号公告（根据联合国安理会2371号决议新增对朝鲜禁运部分产品清单）；

2017年8月21日，质检总局、海关总署联合发布2017年第70号公告（调整《出入境检验检疫机构实施检验检疫的进出境商品目录（2017）》）；

2017年9月22日，商务部、海关总署联合发布2017年第52号公告（执行联合国安理会2375号决议的公告）；

2017年10月30日，质检总局、海关总署联合发布2017年第93号公告（调整《出入境检验检疫机构实施检验检疫的进出境商品目录》）；

2017年12月10日，商务部、海关总署、质检总局联合发布2017年第87号公告（公布2018年自动进口许可管理货物目录）；

2017年12月11日，商务部、工信部、海关总署、 认监委联合发布2017年第84号公告（公布2018年度符合申请汽车、摩托车、非公路用两轮摩托车及全地形车出口许可证条件企业名单）；

2017年12月22日，商务部、海关总署联合发布2017年第88号公告（公布2018年出口许可证管理货物目录）；

2017年12月22日，商务部、海关总署、质检总局联合发布2017年第89号公告（公布2018年进口许可证管理货物目录）；

2017年12月22日，公安部、商务部、卫生计生委、海关总署、 安全监管总局、 食品药品监管总局联合发布公告（将N-苯乙基-4-哌啶酮、4-苯胺基-N-苯乙基哌啶、N-甲基-1-苯基-1-氯-2-丙胺、溴素、1-苯基-1-丙酮5种物质列入易制毒化学品管理，无编号）；

2017年12月28日，商务部、海关总署联合发布2017年第93号公告（发布《两用物项和技术进出口许可证管理目录》）；

2017年12月29日，商务部、海关总署联合发布2017年第94号公告（公布《2018年新西兰羊毛和毛条、澳大利亚羊毛进口国别关税配额管理实施细则》）。

点评：

从联合发文机关看，商务部出现15次，质检总局6次，发展改革委、工信部和环保部各2次，公安部、卫生计生委、安监总局、食药监总局、国防科工局、 原子能机构、 认监委和 濒管办各1次，既充分反映了部门间业务相关紧密程度，也反映出海关监管业务的复杂多样性。

从内容看，进出口许可证和涉朝问题各出现4次，进口配额、固体废物和法检商品目录各2次，出口管制、进口自动许可、易制毒化学品和野生动植物管理各1次，尽管涉朝问题公告数量多，但就与广大进出口企业的关系而言，其重要性远远比不上进出口许可证以及法检商品目录的调整和进口废物管理目录的调整。
