海关总署网站2018年2月24日消息，2月23日，海关总署党组书记倪岳峰在京主持召开提升跨境贸易便利化专项行动部署会（http://www.customs.gov.cn/customs/302249/302425/1467662/index.html）。
According to the news on the website of the General Administration of Customs on February 24, 2018, Ni Yuefeng, Secretary of the Party group of the General Administration of customs, presided over the deployment meeting of special actions to improve cross-border trade facilitation in Beijing on February 23（ http://www.customs.gov.cn/customs/302249/302425/1467662/index.html ）。
关于这次专项行动，我们提示相关从业企业关注以下几点：
1.就海关而言，专门针对推广……便利化的专项行动很少见。过去，海关并非没有便利化措施，但通常不采取专项行动；此外，过去海关也有很多专项行动，但更多的是以打击……和标准化……为主题。因此，这一专项行动表明，海关工作方式和内容的结合有了新的思路。
2.行动是专门针对跨境贸易的。如果与首届世界海关跨境电子商务大会联系起来，可以看出海关在落实上级指示、响应行业诉求方面及时有力。同时，行动不仅限于跨境电子商务，还以跨境贸易统一各种业态。
3.具体要求方面，“制定方案”、“落实措施”属于通用项，重点要看“优化流程”、“简化单证手续”、“完善管理机制”和“压缩时间和成本”几条，企业应该有理由期待更加便利的举措出台。
4.在上述值得期待的举措中，“建立完善管理机制”一条显然与另外几条的影响是不同的，企业切不可将专项行动的目的单纯理解为“优化“、“简化”、“压缩”，而忽视了海关的管理职能，对于可能新出台或者调整的监管措施有所准备。
4. Among the above initiatives worth looking forward to, the impact of "establishing and improving the management mechanism" is obviously different from that of others. Enterprises must not simply understand the purpose of special actions as "optimization", "simplification" and "compression", ignore the management function of the customs, and be prepared for possible new or adjusted regulatory measures.
5.此次部署会不是海关内部会议，因此，行动也不是单纯海关开展的行动，至少京津沪分管市领导参加，显示行动的启动有总署上一级的指示和要求，因此，有理由期待相关措施应该也不是局限于海关领域。
